How this worksthe rules behind the answer
    • The 70% account. 70% of what allottees pay goes into a separate account, used only for land and construction. Each withdrawal needs an engineer's, an architect's and a practising CA's certificate.
    • The formula. Estimated cost × share of cost spent − already withdrawn. Since the share is cost spent ÷ estimated cost, that is simply the cost spent, capped at the estimate, less what has come out.
    • Why the architect's percentage. The Act ties withdrawal to completion, but the formula runs on cost, so we compare construction spend with the architect's physical completion. Land is left out because it is usually paid for before building starts.
    • The engineer check. The construction cost in your books should agree with the engineer's certificate of cost incurred. A gap beyond your tolerance means one of them is wrong.
    • Chhattisgarh. Annexure-19 is valid only when generated on the CGRERA portal (CGRERA circular of 22 Jun 2026). Withdrawals to date are counted to the last day of the previous month.
    • Sections: RERA Act 2016 s.4(2)(l)(D), s.60; CA Act Second Schedule Part I cl.(7).
