Your baseline is your average ECR headcount before the scheme (20 for establishments registered from 1 Aug 2025). The bar is the baseline plus 2 (plus 5 if the baseline is 50 or more).
Month 1 is the first month your ECR reaches the bar. Months 1–6 are tested on their six-month average, months 7–12 on the average from month 1, and later months on the latest 12 months; averages are rounded and must be above the bar.
A month that passes pays the lower of (headcount − baseline) and your eligible new hires, at the average of their rates: 10% of PF wage up to ₹1,000, ₹2,000, or ₹3,000.
Each job is paid for 24 months (48 in manufacturing) from the month it was first paid; months that pay nothing don't extend that. The incentive is taxable unless an exemption order issues.
