Thresholds per FSSAI order of 13 Mar 2026 (in force 1 Apr 2026) · perpetual validity from 11 Mar 2026 · verified 6 Sep 2026
Which FSSAI licence do you need — and what did the 1 April 2026 reset do to the one you hold?
Answer what the business does, where and at what size. This page gives the category for each premises, how many licences the business actually needs, the clause that decides it, and the two dates that replaced renewal.
Turnover alone no longer decides it. Registration up to ₹1.5 crore, State to ₹50 crore, Central above — unless what you make, how much of it, or where you make it puts you in Central regardless.
This is a sample — Sharma Foods, a cloud-kitchen brand with 3 kitchens across Raipur and Bilaspur, ₹4 crore turnover, holding a State licence issued in 2024. Replace it with your own answers; the memo updates as you type.

Enter a number, or leave it blank — the category will then rest on turnover alone.
Animals slaughtered per day. Leave a line blank if you do not handle that kind.
Unrated: turnover and capacity decide. Pick the rating if the hotel has one.
Enter the turnover — e.g. 80 lakh, 4 cr or 40000000. The verdict needs it.

Disclaimer. This is a categorisation aid, not FSSAI's decision. FoSCoS decides on the application; the Kind of Business eligibility matrix on foscos.fssai.gov.in is the operative list and changes without a gazette. Thresholds verified on 6 September 2026 against the FSSAI order of 13 March 2026; the Kind of Business matrix, updated 01.04.2026, was read first-party on 17 September 2026 and is the source of the per-kind bands and the fee; the migration position for existing licences is flagged, because FSSAI has not published one. Nothing you type leaves your browser. Built and maintained by a practising Chartered Accountant; no relationship with FSSAI is claimed or implied.
Where these rules come from
Read on 6 September 2026 from the amendment as reported by professional sources and from the FoSCoS Kind-of-Business eligibility matrix. Two things could not be read at first hand and are flagged wherever they matter: the capacity columns of the matrix re-issued on 1 April 2026, and FSSAI's own FAQ document of 27 March 2026.
FSSAI order of 13 March 2026 — revised turnover limits (under new Reg. 2.1.1(8), backed by the Gazette notification of 10 March 2026): Registration up to ₹1.5 crore, State to ₹50 crore, Central above, from 1 April 2026
Perpetual validity — new Reg. 2.1.7: a licence "shall be valid and subsisting, unless otherwise suspended, cancelled or surrendered"; renewal abolished; annual fee payable, non-payment means deemed suspension
FoSCoS Kind-of-Business eligibility matrix, updated 01.04.2026 — the operative list, nine pages, at foscos.fssai.gov.in/assets/docs/Revised_2ndApril2026KindofBusinessEligibility.pdf, read first-party on 17 September 2026. It is the document to check before you file, and it changes without a gazette notification
FSSAI advisory of 27 March 2026, as digested by TaxTMI — "Migration will occur automatically based on self-declared turnover information. No approval from the Licensing or Registering Authority will be required." · "Annual regulatory fees remain payable and may be paid in advance for any number of years. Payments can also be made at any time during the year." The FAQ document itself was not read
Form D1 annual return — Reg. 2.1.13: by 31 May for the preceding financial year, for manufacturers, importers, repackers, relabellers and exporters; late fee ₹100 a day, capped at five times the annual licence fee
Food Safety and Standards Act, 2006 — s.63 (operating without a licence: imprisonment up to six months and fine up to ₹5 lakh) and s.58 (residuary penalty up to ₹2 lakh); s.31 and Reg. 2.1.1 / 2.1.2 (who must register and who must be licensed); Schedule 1 (capacity criteria); Schedule 3 (fees)
